Three additional Arunachal Scouts battalions for Arunachal
Itanagar, July 9: Defence Minister A K Anthony today assured Arunachal Pradesh for raising three additional battalions of Arunachal Scouts with full preference to local youths.
Anthony’s assurance came when a delegation comprising of Chief Minister Dorjee Khandu, MP Takam Sanjoy along with high ranking officials called on him at his office.
Takam Sanjoy disclosed that the team pleaded the minister to recruit more locals which Mr. Anthony agreed in principle.
It is pertinent to mention here that the process has already started to raise the first battalion of Arunachal Scout with the go ahead signal from the Defence Ministry recently. However, the battalion would compose of fifty per cent locals and rest from outside the state.
“We have urged the minister to take necessary steps in improving quality of works by Border Roads Organisation (BRO) and to expedite various road under Prime Minister package on war footing”, Sanjoy said adding, the team also apprised the minister how delay in road works hampering implementation of PM package in the state.

The team also urged the minister to reconsider construction of airport at Tawang which was earlier rejected by the ministry keeping in view the strategic location of the site, bordering China.
“The Defence Minister will soon convene a meeting with External Affairs Ministry, Home Ministry and Airport Authority of India to discuss the issue and to reconsider the proposal”, Sanjoy added.
The team also called on Minister of State for Defence Palam Raju, additional defence secretary Sekhar Agarwal, Army Chief Mr. V K Singh , Deputy Chairman Planning Commission M. S Ahluwalia.

Put your acts together and submit UCs: NCP’s advice to state govt departments
ITANAGAR, July 9: NCP legislators who are camping in Delhi are not spending their time idle. After their high profile meeting with NCP Chief Sharad Pawar, today the MLAs met the Union Minister of State for Rural Development Agatha Sangma at her offices.
Sangma, informed the legislators that due to lackadaisical attitude of the state government departments at times caused hindrances in releasing the funds meant for development of the state.
Union Secretary for Rural Development, Chief Economic Advisor and other top officials of SGSY, NREGA, PMGSY and Sanitation & Water Supply attended the meeting.
Speaking from New Delhi after the meeting, Deputy Leader of the NCP state Legislator Party and Spokesperson Bamang Felix informed that the feedbacks given by the top officials looking after various central schemes for rural development were rather discouraging.
“The blame on the Center for lack of funds in the state is somewhat abstract,” he said and pointed at late and, sometimes failure in, submission of Utilization Certificates (UCs) by concerned departments for release of funds from the Center.
Felix informed that Utilization Certificates for schemes being implemented under SGSY and IAY are yet to reach the Union Ministry from various districts, which has halted the flow of funds.
The officials of the Ministry informed the visiting legislators that UCs for SGSY were yet to be submitted by Dibang Valley, East Kameng, Kurung Kumey, Upper Siang and Upper Subansiri while the UCs for IAY from Anjaw, Dibang Valley, East Kameng, Kurung Kumey, Tirap and Upper Siang were also being awaited.

ITANAGAR, July 9: District level sensitization training on Micro Finance Vision 2011 was organized at the DC’s conference hall at Ziro in Upper Subansiri district today. Altogether 91 Self Help Group members attended the meeting.
Resource person and programme coordinator Sapu Banghya imparted training on the concept of self help groups and enlightened the participants on social and economic issues, role of women in policy making, benefit of forming groups and the leadership quality.
Ziro SBI branch manager S Kaikhanthang gave a detailed presentation on loan component to the SHGs and distributed new pass book to 81 Self Help Groups.

ITANAGAR, July 9: The All Papum Pare District Students’ Union (APPDSU) has expressed strong resentment over the alleged beating up of Leporiang Medical Officer Dr. Tana Talin Tara by police.
While demanding action against the police officials over gross violation of human rights and handcuffing the concerned government official without any reasons, the APPDSU in a memorandum to the Home Minister has demanded enquiry committee consisting of IAS officer or retired HC judge for an amicable solution of the case.
Dr Tana was allegedly beaten up by the Police which the police deny. APPDSU which is spearheading the movement for solution to the ongoing tussle over the arrest of Dr. Tana Talin Tara, medical officer, urged for fulfillment of its demands before the end of the deadline on July 10 next.
The union demands include immediate termination of OC L R Rana and SDPO B S Mehra of Naharalgun P.S, immediate arrest of Rajesh and Rakesh Pandey, proprietor of M/S Rakesh Enterprise and cancellation of their trading and arm license.
The union alleged that the MO was badly beaten up besides threatended and further charged the police with nexus and nepotism.

TCIYF seeks EE’s clarification on water project
ITANAGAR, Jul 9: Dissatisfied over limited progress made in water supply project at Lao village under Tali circle and the contradictive Press statements by the EE, PHE and WS, Sangram division, the Tali Constituency Intellectual Youth Forum (TCIYF) has sought more clarifications from the EE on the scheme including total sanctioned amount.
While expressing strong resentment over the EE’s Press statement which blamed some ‘elements’ and ‘local problems’ as some of the deterrent factors in successful implementation of the project, the Forum said that if there had been local problems or obstructions in executing the works there is appropriate authority to look after these matters. The EE, instead of taking people of the area into confidence, has blamed entire people of the area which is unfortunate, it said.
The Forum demanded the EE to make the total payment made to contractors for RCC works public and the remaining amount for carriage purpose as well as the payment yet to be made against head loading of pipes.

condemned. No power holds any moral or Constitutional authority to impose Hindi,

Road need early renovation
Dear Editor,
It may be informed to the competent authority that the road condition of G Extension Sector, near SP Office has been lying in a very dilapidated condition since almost a year. The concerned department had tried to repair it however recent downpour has again eroded entire black topping and it is in a very precarious position. The situation has worsen due to filling up of mud in the pot holes which could not withstand heavy down pour and ultimately has been eroded completely. Consequently, the denizens of G Extension Sector including Government officials are facing untold hardships as even driving has become impossible now. Besides, for pedestrians, and the school going children it is like a nightmare as they cannot escape the mud and even become victim to slippery muddy and rough road. Besides, due to lack of' any drainage system, the rain waters over flows the road and dump huge amount of boulders.
Therefore, keeping in view of the hardships faced by the residents of G Extension and users of that road, I on behalf of residents of G Extension colony, would like to appeal the concerned authority to look into the matter and try to ensure immediate repairing and renovation of the damaged road. It may be treated as our prayer.

Modify APPSCCE age limit
Dear Editor,
The Public Service Commissions in the states like Jarkhand, Rajasthan and Uttarakhand are having maximum age limit of 35 years for combine competitive examinations and in Tripura also the upper age limit for such prestigious examinations is fixed at 37 years. But in Arunachal Pradesh, the upper age limit is 28 for appearing in APPSCC examinations.
Therefore, our state Public Service Commission is requested to modify the upper age limit and fix at 35 instead of 28 years. Enhancement of upper age limit is necessary to give chances to more tribal students of this backward state Arunachal to take part in such exams.

PDS food in Upper Siang district

This in response to the clarification given by In charge DF&CSO, Upper Siang who stated that there is no Food crisis in Upper Siang in response to my letter for posting of a regular DF&CSO at Yingkiong.
I think he didn't peruse through the contents of my letter meticulously. I had written that there is acute shortage of Essential Food commodities, Levy sugar and SK oil as per the feeding strength and population of the district. The proof of which can be ascertained from the allotment of SK oil to Upper Siang district, and the records of which are in the concerned department office files.
Until the time, Upper Siang district had a regular DF&CSO, the monthly allotment of SKO to the district was 40,000 litres regularly. But after his transfer, the allotment for the same oil for the Whole district nosedived to 18,000 litres.

Regarding Food Grains, how can a responsible officer write and proclaim on paper that the district has ample food grains whereas, the people of the district are crying for enhancement of Allotment of Levy Sugar, SK oil and Rice under BPL, AAY and APL, as the present allotted quota does not contribute even ten kgs a month for a Family even if distributed just and equally.
I want to know when there are ample food grains in the stock/store, then why can't it be distributed to the hungry and needy public of the District? I request, that rather than storing the food grains as showpiece, it should be immediately distributed to the Public for consumption before they rot away and become unfit for consumption. If the rice was distributed rather than stored, I wouldn't have been crying out.
Once again, I appeal the Government of Arunachal Pradesh to enhance the allotment of the commodities under PDS as per the Feeding strength and Population.

We are now atleast getting the food grain items like rice, levy sugar, wheat etc
every month since March 2010 whatever the Govt allotted for Upper Siang district
quota of food grain like APL rice -
Govt has allotted less quantity of food grain for our district, but at least the allotted ration items are reaching to the poor and needy people.
Under the supervision of the Deputy Commissioner, the present DF&CSO is seriously taking up the streamlining of the PDS which is appreciable.

Air Pollution
Dear Editor,
I would like to urge the state Government to look into the various aspect of air pollution due to rapid urbanization and establishment of various industries including SMS Smelters Company Ltd which is situated in between Lekhi and Model village under Naharlagun circle.
The smokes from these industries directly affect the human population as the company have not taken proper precautionary measures.
The chimney of SMS Company Ltd. is not properly functioning as a result the smoke greatly hampers the locality. Beside this, due to rapid increase of vehicular traffic, the smokes produced by vehicles are adding to the problems.
It is my sincere request to the state government to have close look at these problems and take necessary action for prevention of rampant air pollution within the township. As for promotion of any tourism activity within the state the pollution control measures are to be strictly followed. Beside this, I would also like to ask the State Pollution Control Board Itanagar regarding its initiatives in the matter.
